But the approval by the Town Council came with the threat of a legal challenge by a neighbor of the property based specifically on the proposal to construct one-bedroom residences in the mill. The overlay designation allows a broader range of uses for the mill at 30 Martin St. The Breeze reported in April that the Planning Board had approved the overlay district, limiting the number of bedrooms in the planned residen- tial spaces in part because members knew that the council would want the limit in place due to concerns about rising school enrollments.
