That's led the Budget Committee to recommend that the town deny the school district's request for a 4 percent increase in the local appropriation, saying that the depart- ment hasn't provided enough information to determine the appropriate amount of funding. And it's suggesting major changes in the way that schools receive money, including moving sports program funding to the municipal side to protect it, the board says, from resulting budget-cutting backlash. Committee Chairman Michael Clifford presented the information to the Town Council Monday night. His voice was edged in thinly veiled frustration over the struggles the committee has had in obtaining information from district administrators. And when he was finished, Town Council President John Flaherty said it appeared the committee had the full support of the council. "The report is very lengthy, very thorough and very well done," said Flaherty. The annual children's fishing derby sponsored by the Parks and Recreation Department and the Woonsocket Lodge of Elks was held Saturday at Cass Park pond. Trophies were awarded for the biggest fish and the heaviest string of fish. Free hot dogs and soda were available. See more photos on page 19. By SANDY PHANEUF Valley Breeze Staff Writer NORTH SMITHFIELD – A long abandoned project to extend the town's sewer system to Branch Village is receiving new consideration by the Town Council after North Smithfield Sewer Commission members presented a plan this week that would create some infrastructure improvements with an investment of $3.6 million. However, to keep the project affordable, the plan leaves out a Valley Breeze photo by Bruce McCabe Dep r essed? Anxi ous? The debate on how to move forward left the board with what one resident called a "fundamental public policy decision." The area was slated to have sewers installed as part of Phase 2 of the town's project before it was halted in 2009 over financial concerns. Discussion about extending the town's sewer lines to include this area was reignited in December See SEWER, Page 7
