WOONSOCKET – A double stabbing in a local bar last month has city officials reassessing their authority over liquor licenses and the businesses that hold them. On Nov. 6, Jaragua Lounge owner Francisco Mendez agreed to volun- tarily terminate his liquor license after a stabbing on the property led to two being sent to the hospital in October. According to attorney Thomas Hanley, Mendez plans to sell the establishment at 33 Arnold St. and has several interested buyers with more experience in the business. "My client got a little bit over his head," he told city councilors dur- ing a meeting of the City Council sitting as the Board of License Commissioners. To most, Dowling was a small-town boy from Lincoln who made it big as an actor, screenwriter, Pulitzer Prize- winning playwright, director, produc- er, songwriter and composer. To Cumberland resident Bea Whitman, he was simply her Uncle Eddie. What's less noticeable but equally important to city officials is the thousands in potential savings the lights could bring the city each year. Woonsocket recently joined the towns of Smithfield and Lincoln in preparing a joint request for proposals for a full LED streetlight conversion, including new fixtures, installation and the first year of maintenance. According to City Councilor John Ward, that RFP is in the process of being finalized and should go out in late November or early December, with installation of the new lights due to start next spring. "Hopefully by next year, we will all have new streetlights," he said.
