WOONSOCKET – Last week, more than 360 volunteers from across the country descended on the city to deliver a wave of free home repairs in what is becoming an annual city tradition. The volunteers were part of Group Cares, a Colorado-based Christian nonprofit organization that arranges service trips for teenagers and their adult chap- erones. The nondenominational agency sends groups to 35 locations around the country every summer to participate in volunteer service as part of their faith ministry. In Woonsocket, the pro- gram is coordinated locally by NeighborWorks Blackstone River Valley, which provides the materi- als and sets up service sites. See GROUP CARES, Page 10 NORTH SMITHFIELD – Commuters who use Route 146 between Route 295 and the 146A split may have five more years to wait for a new layer of asphalt under their tires according to new information announced by the Rhode Island Department of Transportation last month. In the latest round of changes to the State Transportation Improvement Program released on July 23, state officials announced they intend to delay a repaving of Route 146 between Route 295 and the 146A split originally scheduled for 2022 to 2024 due to "evalua- tion of pavement conditions and funding availability." Paving of an adjacent section from Route 146A to the state line remains scheduled for 2023. The decision drew criticism from local officials who noted the section's importance for travel throughout northern Rhode Island and between Providence and neigh- bors to the north. For those following the political action, the vacant seat has prompted a flurry of hard campaigning in a normally quiet council season. Four candidates initially declared for the vacant seat, a field that was narrowed down to two in a July 2 primary. Alexander Kithes, a first- time candidate, secured a majority of the vote with 52.2 percent, while Roger Jalette Sr., a former council president, placed second with 30.85 percent. The two candidates offer a stark contrast for city voters, beginning with their background and political experience. Jalette, 76, the former owner of Roger's Flower Shop, is known to many residents as a city businessman and from his 16 years serving on the City Council.
