PAWTUCKET – The developers of the Hope Artiste Village have a nine-month extension to complete 149 new residential units at the rear of the Main Street property after the City Council last week approved delaying the start of a 10-year tax treaty with the com- pany. Michael Gazdacko, director of development/operations for Hope Artiste Residential Proprietor LLC, and attorney Michael Horan told the council the company is in full construction mode and will get the work done, even including any delays, by Dec. 31. Tax Assessor Bob Burns con- firmed that work is moving along at "a very good pace," and supported the request for the extension. Council members, in unanimously approving the request, commended Gazdacko for how much better the complex looks from the view of those passing on Route 95. The building, located at 200 Esten Ave., can easily be seen from the highway and a billboard near it highlights the various entertain- ment amenities on the front side of the old mill structure, including BreakTime Bowl and Bar, Brick Oven on Main, and Events on Main, all at 999 Main St. The mill and its surrounding area is seeing a continued resurgence, with the Kitchen and Countertop Center of New England, Friends of Toto dog daycare, and Seacoast Sweets all moving in along Esten Avenue in the past three years and a mixed-use new development planned nearby. The developers had experienced some delays and sought the exten- sion on the 10-year tax treaty first agreed to in December of 2015. The council extended the construc- tion completion date from Dec. 31, 2018, to Dec. 31, 2019, effectively postponing the start date for the phasing in of higher taxes due to property improvements. The tax agreement phases in new taxes for the project from about $19,000 in year one to $268,000 a decade later.
