SMITHFIELD – After being found with more than 25 dogs and puppies, and more than 100 snakes and rats living in poor conditions back in March, a Smithfield man was sentenced to 22 months probation and 80 hours of community service. Michael "Noel" Ramos pleaded no contest to multiple charges, includ- ing unnecessary cruelty to animals and conspiracy, on Sept. 4, accord- ing to Earl Newman, animal cruelty officer with the Rhode Island Society for the Prevention of Cruelty to Animals. Terms of his probation prohibit him from owning animals, except reptiles, for the length of his proba- tion, according to Newman. Ramos relinquished ownership of five dogs and numerous snakes and other rep- tiles upon sentencing. Ramos was arrested alongside Michael Williams back in March thanks to a tip to RISPCA and Smithfield Police Department regard- ing the animals in a home at 189 Pleasant View Ave. in poor condi- tions. Police had arrested Williams for animal cruelty last year when about 30 dogs were removed from the home on Pleasant View Avenue. At that time, a judge ordered all 30 dogs returned to Williams. SCITUATE – Upgrades to Caito Field and school renovations are scheduled to begin immediately, after the Town Council awarded R.A.D. Sports the project for $2,892,397 at a Sept. 5 meeting. With five members present, the council voted 5-0 to approve the bid, including Republican David D'Agostino and the self-described "Independent Men," President John Mahoney, Michael Payette, Scott Amaral and Nick Izzi. The bid's approval is the first step in using the $4.9 million school improvement bond approved by voters last November. School and field repairs are part of the $7.2 mil- lion five-year capital improvements plan that will use an additional $2.3 million in capital reserve funds to upgrade the schools. According to a 2017 bond report, 79 percent of the upgrades are eligible for 35 percent reimbursement from the Rhode Island Department of Education.
