Two developers plan apartments at Sayles Mill LINCOLN – The owner of sev- eral buildings in the historic Sayles Mill complex plans to go before the Lincoln Planning Board to propose the development of 120 apartments at 40 Walker St., located across from the Saylesville Fire Department. The owner, listed in tax assessor records as Willow Oaks Apts Lp, purchased a portion of the mill prop- erty in June for $610,000 in hopes of renovating three buildings into apart- ment units. Located in a mill overlay district, the development would require a special use permit from the Lincoln Zoning Board. The Sayles Mill complex is listed in the National Register of Historic Places as part of the Saylesville Historic District. After a fire in 1854 destroyed the property's original textile bleachery buildings, William F. Sayles reconstructed a full mill complex, which became one of the nation's leading textile finishers. The complex covers 40 acres, with build- ings dating from the 19th to early 20th century.
